Town Planning Applications and Building Plan Approval Management

This course strengthens the municipal development application function, from rezoning and township establishment through to building plan scrutiny and occupation certificates. Participants learn to process land use and building applications lawfully, within statutory timeframes, and in a way that supports investment while protecting the public interest. The programme addresses common African bottlenecks such as application backlogs, unauthorised building work and weak coordination between planning and building control units.

What you will be able to do

  • Process land use applications such as rezoning, subdivision and consent use lawfully.
  • Scrutinise building plans for compliance with regulations and municipal conditions.
  • Manage application workflows to meet statutory decision timeframes.
  • Coordinate planning, building control and engineering inputs on applications.
  • Enforce action against unauthorised land use and illegal building work.
  • Report on application turnaround, backlogs and revenue from development fees.
