Integrated Development Planning and the Municipal Systems Act

Municipal planning fails when the integrated development plan, the budget and the service delivery agreement describe three different municipalities. The planning cycle set out in the Municipal Systems Act is followed from community consultation and sector plan alignment through to credible budgeting and the annual review.
