Supply Chain Management and Procurement in the Public Sector

This course examines supply chain management within South African municipalities and public entities, covering procurement planning, bid specification, evaluation and adjudication committees, contract management and the prevention of irregular and fruitless expenditure. Participants work through real procurement scenarios, learn to apply the preferential procurement framework, and strengthen controls that withstand Auditor-General scrutiny while keeping service delivery projects on track.

What you will be able to do

  • Explain the legislative framework governing supply chain management in South African municipalities and public entities.
  • Apply the preferential procurement policy framework when structuring bid specifications and evaluation criteria.
  • Evaluate tender submissions using weighted scoring methods that are defensible and consistent.
  • Draft contract management plans that track deliverables, penalties and variation orders.
  • Identify red flags associated with collusion, bid rigging and conflicts of interest.
