Spatial Planning and Land Use Management under SPLUMA

This course guides municipal officials through the Spatial Planning and Land Use Management Act and its practical application in day to day planning administration. Participants examine spatial development frameworks, land use schemes, and the operation of municipal planning tribunals that decide development applications. Using South African planning scenarios, the programme builds the skills needed to process applications fairly, defend decisions and align development with integrated planning priorities.

  • Describe the objectives and development principles set out in SPLUMA.
  • Prepare and review spatial development frameworks aligned to the integrated development plan.
  • Administer a municipal land use scheme and interpret zoning rights.
  • Process land development applications through the municipal planning tribunal.

  • Manage appeals and enforcement of land use contraventions.
