Section 46 Annual Reporting and Municipal Performance Disclosure

This course guides officials through the preparation of the municipal annual report and the performance disclosures that accompany it. Participants learn to compile a credible report that links planned targets to actual results, integrates audited financial statements and the auditor's findings, and withstands scrutiny by the public accounts committee. The programme addresses the tendency in African municipalities to treat the annual report as a compliance formality rather than an accountability instrument.

What you will be able to do

  • Explain the legal purpose and content of the municipal annual report.
  • Compile performance information that links IDP targets to actual results.
  • Integrate audited financial statements and the auditor's report into disclosure.
  • Prepare the oversight report and respond to public accounts committee questions.
  • Ensure the reliability and auditability of reported performance information.
  • Publish and communicate the annual report to communities and stakeholders.
