Section 139 Interventions and Administration of Distressed Municipalities

This course examines how provincial and national government intervene in municipalities that fail to fulfil their obligations, and how administrators stabilise a distressed institution. Participants study the legal grounds for intervention, the appointment and mandate of administrators, and the practical steps to restore governance, finances and service delivery. The programme prepares both intervention teams and municipal leaders for a constructive recovery.

  • Explain the legal grounds and process for intervention in a municipality.
  • Describe the mandate, powers and limits of an appointed administrator.
  • Diagnose the governance, financial and service delivery failures at play.
  • Sequence stabilisation actions to restore basic functioning.
