Public Sector Financial Management for Non-Financial Managers

Designed for managers outside the finance function, this course builds working fluency in public sector budgets, cash flow, virements, supply chain implications and monthly financial reporting. Participants learn to read municipal or departmental financial statements, interpret variance reports, and take defensible spending decisions that support service delivery targets without breaching the MFMA or PFMA, or triggering unauthorised expenditure.

What you will be able to do

  • Interpret municipal or departmental budgets, cash flow statements and variance reports.
  • Explain the difference between unauthorised, irregular, fruitless and wasteful expenditure.
  • Apply virement rules correctly when reallocating funds between votes and line items.
  • Link operational decisions to their budgetary and cash flow consequences.
  • Read monthly and quarterly financial reports prepared by the finance department.
  • Prepare defensible motivations for expenditure that support audit and oversight requirements.
