Public Sector Contract Law and Legal Drafting for Government Officials

This course equips public officials who are not lawyers to understand contract formation, interpret clauses and draft clear agreements that protect the institution. Participants examine service agreements, memoranda of understanding and lease arrangements common in African government settings, and learn to spot unfair or ambiguous terms. The emphasis is on practical drafting that reduces disputes and supports enforceable service delivery contracts.

What you will be able to do

  • Explain the essential elements that make a government contract valid and enforceable.
  • Draft clear clauses covering scope, payment, penalties and termination.
  • Interpret liability, indemnity and dispute resolution provisions before signature.
  • Identify unfair, vague or high risk terms proposed by suppliers.
  • Manage variations, extensions and cession within the bounds of delegated authority.
  • Prepare a plain language contract summary for approving officials.
