Municipal Property Rates and Valuation Roll Management

This course provides a practical grounding in property rating under the Municipal Property Rates Act, from compiling the valuation roll to levying rates and handling objections and appeals. Participants learn how categories, rate ratios and rebates are set within a municipal rates policy, and how an accurate valuation roll underpins a sustainable municipal revenue base. Real South African rating scenarios are used to work through common disputes and supplementary valuations.

What you will be able to do

  • Interpret the requirements of the Municipal Property Rates Act for compiling and maintaining a valuation roll.
  • Categorise properties correctly and apply the appropriate rate ratios and exemptions.
  • Develop a rates policy that balances affordability, equity and revenue sustainability.
  • Process objections, appeals and supplementary valuations in line with statutory timelines.
  • Reconcile the valuation roll with the billing system to reduce revenue leakage.
  • Communicate rating changes clearly to ratepayers to reduce disputes and non-payment.
