Municipal Human Resource Management and Staff Establishment Planning

This course equips local government HR practitioners to build and maintain a realistic, affordable staff establishment aligned to the Integrated Development Plan and the organisational structure approved by council. Participants learn to size posts against service delivery mandates, control the wage bill, and manage recruitment, placement and job evaluation within municipal staff regulations. The programme draws on common African municipal realities such as bloated structures, acting appointments and vacancy backlogs.

What you will be able to do

  • Align the staff establishment with the organisational structure, IDP priorities and the approved budget.
  • Calculate the personnel budget and monitor the wage bill against affordability benchmarks.
  • Apply job evaluation and grading to place posts consistently and defensibly.
  • Manage recruitment, selection and placement in line with municipal staff regulations.
  • Control acting appointments, secondments and vacancy backlogs that distort the establishment.
