Municipal Governance and Council Oversight Structures

This course unpacks how South African municipal councils, mayoral committees, portfolio committees, section 79 and 80 committees and the office of the speaker function together to govern local authorities. Participants examine the separation of political and administrative roles, delegations of authority, and the oversight relationship between council and management, building practical skills for running effective, well-minuted council and committee meetings.

What you will be able to do

  • Describe the constitutional and legislative roles of council, the mayor and the municipal manager.
  • Distinguish between the political and administrative spheres of municipal governance.
  • Apply delegation of authority frameworks to reduce governance and decision-making bottlenecks.
  • Chair and minute council and committee meetings in line with standing rules.
  • Assess the effectiveness of section 79 and section 80 committees in practice.
  • Resolve common conflicts between councillors and officials through established governance protocols.
