Municipal Financial Recovery and Turnaround Management

This course equips practitioners to diagnose financial distress in South African municipalities and to design credible recovery plans that restore solvency and service delivery. Participants examine the triggers for provincial and national intervention under section 139 of the Constitution, the role of financial recovery plans under the MFMA, and the practical steps needed to rebuild cash reserves, settle creditor arrears and stabilise revenue. The programme uses distressed municipality case studies to translate theory into workable turnaround action.
