Municipal Enterprise Risk Management and Combined Assurance

This course establishes enterprise risk management as a practical discipline in local government, moving beyond risk registers that sit unused. Participants learn to identify and assess strategic and operational risks, embed controls in day to day service delivery, and coordinate the layers of assurance provided by management, internal audit and external audit. The programme responds to the African context where unmanaged risk translates directly into service delivery failure and audit disclaimers.

What you will be able to do

  • Establish a risk management framework, policy and appetite for the municipality.
  • Identify and assess strategic, operational and service delivery risks.
  • Design and embed controls that mitigate priority risks.
  • Maintain a living risk register linked to the IDP and budget.
  • Coordinate combined assurance across management, internal and external audit.
  • Report risk information usefully to management, the audit committee and council.
