Municipal Cost Reflective Tariff Setting and Modelling

This course helps municipal finance and engineering teams design cost reflective tariffs for water, electricity, sanitation and refuse services. Participants build tariff models that recover the true cost of service while protecting indigent households and remaining defensible to communities and regulators. The programme reflects the pressures African municipalities face in balancing affordability, revenue sustainability and infrastructure funding.

What you will be able to do

  • Explain the principles of cost reflective tariff setting for municipal trading services.
  • Calculate the full cost of service including bulk purchases, operating costs and asset renewal.
  • Build tariff models in a spreadsheet that test different consumption and recovery scenarios.
  • Design tariff structures that balance affordability, cross subsidies and revenue sustainability.
  • Prepare tariff proposals and supporting motivations for council approval.
  • Communicate tariff changes to communities in clear and defensible language.
