Integrated Public Transport Planning for Local Government

This course addresses the municipal role in planning and managing public transport, from integrated transport plans to the regulation of minibus taxi and bus operations. Participants learn to plan networks, negotiate operating arrangements and manage subsidised services in ways that improve mobility for low income commuters. The programme reflects the dominance of paratransit and the difficulty of formalising transport in African cities and towns.

What you will be able to do

  • Explain the municipal mandate for integrated transport planning.
  • Develop an integrated transport plan that reflects real commuter demand.
  • Plan public transport networks, routes and interchange facilities.
  • Structure operating and subsidy arrangements with operators.
  • Engage minibus taxi and bus associations in formalisation and reform.
