Division of Revenue Act and Conditional Grant Management

This course focuses specifically on how municipalities receive, spend and account for transfers under the Division of Revenue framework, including the equitable share and a range of conditional grants. Participants learn to comply with grant conditions, plan expenditure to avoid rollovers and stopping of funds, and report to transferring departments and treasury. The programme responds to the widespread African problem of underspending and reallocation of infrastructure grants.
