Disaster Risk Management and Municipal Emergency Preparedness

This course equips municipal officials with practical disaster risk management skills aligned to South Africa's Disaster Management Act, covering risk assessment, contingency planning, early warning systems and coordinated response to floods, fires, drought and infrastructure failures. Participants work through case studies from South African and regional African municipalities to strengthen preparedness, response coordination and post-disaster recovery planning.

What you will be able to do

  • Explain the legal framework and institutional structures for disaster management in South Africa.
  • Conduct a municipal disaster risk assessment covering hazards, vulnerability and capacity.
  • Develop a contingency plan for flooding, fire, drought or infrastructure failure.
  • Coordinate multi-agency emergency response involving fire services, health and law enforcement.
  • Establish early warning communication protocols for affected communities and ward councillors.
  • Design a post-disaster recovery and rehabilitation plan for damaged infrastructure.
