Public Sector Supply Chain Management

A practical programme for officials who must procure lawfully, defensibly and on time. It works through demand planning, bid committee practice, contract administration and audit readiness within the framework set by the Public Finance Management Act and the Municipal Finance Management Act. Every module ends with a documented, auditable output.

What you will be able to do

  • Explain how the Public Finance Management Act and the Municipal Finance Management Act shape supply chain responsibility and accountability.
  • Prepare demand plans that link procurement activity to budgets and service delivery commitments.
  • Compile bid specifications and evaluation criteria that withstand scrutiny and challenge.
  • Run bid specification, evaluation and adjudication committees so that decisions are properly recorded.
  • Apply preferential procurement principles and empowerment objectives correctly during evaluation.
  • Assemble procurement files that satisfy internal control requirements and external audit queries.
