Public Sector Budgeting and PFMA Compliance

Government departments, municipalities and state owned entities operate under the Public Finance Management Act and Municipal Finance Management Act, with budgeting rules that differ sharply from private sector practice. This course helps public finance officials prepare compliant budgets, manage in year monitoring, and respond to Auditor General findings, reducing the risk of irregular, fruitless and wasteful expenditure.

What you will be able to do

  • Explain the budgeting cycle required under the PFMA and MFMA.
  • Prepare departmental or municipal budgets aligned to strategic and service delivery plans.
  • Monitor in year expenditure against approved budgets and adjustment estimates.
  • Identify the causes of irregular, fruitless and wasteful expenditure.
  • Respond effectively to Auditor General findings and recommendations.
  • Apply supply chain management rules correctly within the budgeting process.
