Municipal Budgeting and MFMA Financial Reporting

Municipalities and local authorities across Africa face intense pressure to spend responsibly, report transparently and deliver services within tight fiscal limits. This course guides municipal finance officials through the annual budget cycle, in year monitoring and statutory reporting expected under municipal finance legislation such as the MFMA. Participants leave able to compile credible budgets, track spending against service delivery plans and prepare reports that satisfy councils and oversight bodies.

What you will be able to do

  • Explain the municipal budget cycle and the roles of the accounting officer, council and treasury.
  • Compile a credible capital and operating budget aligned to the integrated development plan.
  • Monitor revenue collection, spending and grant utilisation throughout the financial year.
  • Prepare in year monitoring reports and adjustment budgets that withstand scrutiny.
  • Apply grant conditions and conditional grant frameworks to avoid unauthorised spending.
  • Produce annual financial statements and performance reports for audit and oversight.
